Stadium Housing Assciation wants you to enjoy your home in peace and comfort, free from nuisance and harassment.
Irresponsible behaviour on the part of a minority of tenants disturbs their neighbours and can lead to a great deal of stress. Tenants should show consideration and tolerance towards each other and aim to resolve any disagreements between themselves, before involving anyone else.
WHAT IS ANTI-SOCIAL BEHAVIOUR?
Anti-social behaviour is defined as:
“Engaging in or threatening to engage in conduct causing or likely to cause a nuisance or annoyance to a person residing, visiting, or otherwise engaging in lawful activity in the locality” [The Housing Act 1996]
Anti-social behaviour (ASB) does not have to be confined to the tenant’s home; it can also be near the home or the surrounding areas. ASB does not just occur between neighbours, it may also be caused by others not living in the area.
ASB can take many forms
Harassment - Harassment takes many forms, including abuse, threats, hostility, violence, graffiti and damage to property. The person who is harassed may suffer physical injury, mental stress and anxiety, or insecurity and fear. Stadium HA will not tolerate actions that lead to harassment of other tenants and will take firm action against perpetrators.
Racial Harassment- Threatening, insulting or abusive words and behaviour (spoken or written) are a criminal offence and perpetrators should be reported to the community safety unit at your police station or a ASB officer at Stadium HA. Stadium will not tolerate any harassment due to race, ethnicity, nationality, culture, sexuality, gender, age, marital status, religion or disability.
Noise Nuisance- Noise nuisance caused by loud music, slamming doors, loud arguments and shouting, playing car stereos loudly.
Neighbour Dispute- Neighbour dispute such as failure to agree on the cleaning of the communal areas, shared use of garden.
Criminal Activities- Criminal Activities such as drug dealings, violence, domestic violence, criminal damage to property and harassment.
Communal Nuisance- Communal Nuisance such as, drunken behaviour, loitering by youths. Activities such as incorrect rubbish dumping, dumped vehicles, carrying out car repairs and graffiti are also aspects of anti-social behaviour, which affects the community.
Children generally causing a nuisance, especially on the estates by the playing of ball games in the car parking area on the stairways or other unsuitable communal areas, causing excessive noise nuisance and being anti-social to residents.
WHAT CAN STADIUM HOUSING ASSOCIATION DO?
We will act if a tenant’s behaviour is having an adverse effect on their neighbours and the local area.
We will investigate all allegations of nuisance, if reported to us. We will accept reports from third parties.
We will accept reports of anti-social behaviour in any form, for example, tenants visit to the office, over the telephone, in writing, by E-mail and officers visit to estates. In cases of neighbour nuisance or dispute, we will use mediation to find a way forward.

What Happens to Your Complaint?
· We will firstly determine how serious your complaint is
· If your complaint is very serious, we will deal with it within 24 Hrs. Less serious complaints will be dealt within 10 working days.
· If your complaint occurs out of hours we would recommend you contact the Police or Local Council if serious. All non serious complaints should be reported to our office next working day.
Your Responsibility
· All residents have a responsibility to respect their neighbours and be mindful of any nuisance they may cause. Residents are also responsible for their children, and visitors to their property.
· Often nuisance can’t be resolved particularly if there is a counter allegation. We would ask residents to try and resolve matters themselves wherever possible.
