PROCEDURE GUIDE - TENANT WELFARE FUND
1. INTRODUCTION
The tenant welfare fund exists for the benefit of tenants and residents of the association who require assistance in cases of exceptional hardship. This includes vulnerable people without any recourse to help from elsewhere. Payment is discretionary and covers individual tenants. For tenants social activities, please apply to the Community Event Fund which is managed by the Community Engagement Team.
Payments from the fund can only be met where documentary evidence is provided confirming that the applicant is in receipt of benefits, ie. disability, incapacity or a pension. Residents on income support will be considered under special circumstances. Applicants should also confirm that they have no savings which could cover the costs of the works.
Payments are made at the discretion of the Community Initiatives Manager or Head of Customer Relations and covers the following items:
· Non statutory repair items including: Security measures, installation of appliances etc.
· Purchase of essential items of furniture (eg. Bed, cooker etc.)
· Contribution towards removal costs
· Essential re-decoration costs
· Other miscellaneous items/hardship cases (vulnerable residents)
2. RESPONSIBILITY

3. INSTRUCTIONS
All requests for payment from the TWF must be in writing using the TWF Request Form.
Where a cheque is required, all completed TWF forms must be sent with a cheque request to Finance for payment following authorisation from a manager.
In cases where money is needed for services provided by a third party, payment will be made to the tenant on production of the invoice, or directly to the services provider.
Applications to the Tenant Welfare Fund is limited to one application per household within any 12 month period.
